He moved up to Deputy Chief of Police in 2009 and held this position until his promotion to Chief in 2021.
Sandy is an alumnus of the FBI national academy and is affiliated with the New York State Chiefs of Police Association as well as the International Association of Chiefs of Police. He played a key role in introducing and maintaining the active tactical and bicycle patrol units within the Cortland Police Department. Throughout his career, Sandy was a significant member of the Cortland County Drug Task Force, overseeing numerous investigations and successful prosecutions.
